I've downloaded the recovery tool from the Microsoft store to a (Win10) secondary computer.  When i run the installer (as administrator) it checks for updates and then fails saying i need to run as administrator.  I've tried everything i know and cannot get around this.

I understand you're encountering an issue where the HP Cloud Recovery Tool isn't working properly on your secondary Windows 10 computer, even when running it as Administrator. Here are some steps you can try to resolve this:
 

1. Run the Tool in Compatibility Mode:

  • Right-click on the HP Cloud Recovery Tool installer.  Using the HP Cloud Recovery Tool in Windows 11 and 10
  • Select Properties.
  • Go to the Compatibility tab.
  • Check Run this program in compatibility mode for: and choose Windows 10.
  • Also, check Run this program as administrator.
  • Click Apply, then OK, and try running the installer again.

2. Use the Built-in Administrator Account:

Sometimes permissions can cause issues. You can try enabling the built-in Administrator account to ensure it has the right permissions.

  • Press Windows + X and select Windows Terminal (Admin).
  • Type the following command to enable the built-in Administrator account: net user administrator /active: yes
  • Press Enter.
  • Log out and log back in using the Administrator account, then try running the HP Cloud Recovery Tool again.

3. Disable Antivirus or Security Software:

Some security software might be interfering with the installation process. Temporarily disable your antivirus or any security programs on your secondary computer and then try installing the tool.

4. Check for Windows Updates:

Ensure your secondary computer is fully updated, as missing updates can cause issues with running certain software. Go to Settings > Update & Security > Windows Update, and install any pending updates.
 

5. Clean Boot and Reinstall:

A clean boot can help ensure no background programs are causing issues:

  • Press Windows + R, type msconfig, and press Enter.
  • Go to the Services tab and check Hide all Microsoft services, then click Disable all.
  • Next, go to the Startup tab and click Open Task Manager.
  • Disable all startup items, then close Task Manager and click OK.
  • Restart the computer and try running the HP Cloud Recovery Tool again.

6. Check File Permissions:

The installer might not have the correct permissions to run. You can reset the permissions on the installer file:

  • Right-click the installer file and select Properties.
  • Go to the Security tab.
  • Select your user account, then click Edit, and ensure that Full Control is checked.
