Product: HP Elitebook 820 g4

my laptop is hp elitebook 820 g4 with problems:
1. when not charging, the capslock light is turned on and the side lights (orange and white) blinks, and the laptop wont turn on
2. when charging, the capslock light is turn on and the side lights (orange and white) blinks, and the laptop turn on but it will turn off again, over and over again
