The Recovery partition is NOT contained inside the C: drive.

With the newer SSDs, HP does not normally include a Recovery partition because the now provide a Cloud Recovery tool for you to download and create your own recovery media.  If there was an existing Recovery partition on the drive, while Windows would not show it, Disk Management would list it amongst the partition and you would be able to see it.

As to repartitioning, yes you can resize the C: drive and create your own new partition.  I do this all the time with new PCs because I then use a third-party backup/recovery tool to create an image backup of the OS partition on the new Data partition so I can easily restore the OS if it gets corrupted for any reason.
