The laptop was blocked for organization; the laptop was scrapped. I was able to fix it, it did not turn on, but I see a blockage when installing windows.

Is there a way to unblock the BIOS password or how to setup a new os properly?

Unfortunately, for problem with passwords you will need to contact an HP agent.

• Sign in to your support page
• Select the product you need help with and scroll down to support options.
• Select "Contact us". You can change country and language if necessary.

Here is HP's official policy regarding BIOS passwords:
HP Business PCs - Forgotten or lost BIOS password | HP® Support

According to the Community's Rules of Participation:

4d. No posts shall include instructions or directions intended to bypass or subvert security measures, including passwords, locking mechanisms, fingerprint scans, etc., or to bypass any safety measures.

You need to contact an HP agent and explain the problem, or take the PC to an HP authorized repair center.
