Is it possible that updating only the BIOS is not sufficient?  Maybe the BIOS driver as also needs updating, as well as other system or chipset drivers?  Can these updates also be done with a USB?

There's no way to do that if you can't get into Windows.

I fixed mine by turning the TPM off in the bios, boot into bios F10 on startup then change TPM from "Available"
to "Hidden"  then save and exit bios.

Turning the TPM off worked.  I am still on F.45 as the latest BIOS update did update.  However, Windows 10 is now up and running and I hope I will be able to get it completed tomorrow.  Thank you all for the help. I am sure that this problem occurred because of both a bad CMOS battery and a failure of the main battery. Thanks for the help.

Wow, you are a genius!!!  I was getting ready to throw my laptop away.  This allows me to get into windows!!!

 

The only thing I noticed is that there is 100% disk usage for a long time after applying ing this fix.  Mine has been going 100% for at least 15 min.  Mostly system and service host, but also telemetry and registry and programs I haven't used for a while. How long did it take for yours to stabilize?

After turning the TPM to hidden mode and restarting the laptop when into attempting repair. I could tell it was working the hard drive so gave it about an hour and a half to two hours but window 10 came up. I then did a restart to turn the TPM back on. Windows did an update (unrequested by me) and shut down. With TPM available it once again when into the APCI BIOS error loop. Turn the TPM back to Hidden and had to wait an hour or better for window to come back up. I have now use sevices.msc to disable windows updates. It would appear that there is a drive conflict between the TPM drive and another driver used by windows. I have not given up yet and still looking for solution. Making headway though. Any suggestions on where to go next are always welcome.

Probably windows updates. I would upgrade to an SSD. Much faster.
