To solve this problem I downloded the Intel 2D Imaging driver from
Intel 2D Imaging/MCU/Visual Sensing Controller Driver for Camera | Driver Details | Dell Australia
This fixed the problem

The notebook I am using is a SurfacePro9 running under Windows 11 , 64bit 16GB Ram

Thanks for posting this but could you tell me which notebook you have? That way anyone trying to get their laptop camera to work will know to use that driver.

Well, good luck with that. I replaced two batteries and screen on my SP4 before I gave up on it.
