Yes. Follow the instructions on the link I posted. Delete the file you copied (making sure you stlll have the file you downloaded in your downloads folder).
Format the drive as instructed in the link, and then follow the rest of the instructions.
Once the media is successfully created, you boot from it by having the flash drive in the PC, turn it on, press the ESC key to get the menu of options.
Select the F9 boot options menu, and from that, select the USB flash drive with W8.1 on it.
Press the enter key and the installation should begin.
Note: This is NOT going to reset your PC back to factory settings. it is going to reinstall W8.1 only, and you will have to install the drivers and available software from your notebook's support page.
