You can download a newer version (v.19.5.2.1049) of Intel RST VMD driver from the link in the post below. It's for Intel Core 11th -13th gen processors, and it supports both Win 10 and 11.
If you need IRST driver for the windows installation, follow the instructions in the post.

I don't believe the use of an old VMD driver you are referring to will solve your installation problem.
Any Intel RST drivers v.18.0.0 and above contain VMD driver, and the driver you just downloaded is almost the latest IRST VMD driver HP offers that works for the clean installation of Win10 and 11. VMD driver is specifically designed for Intel Core 11-13th gen processors.
I believe your problem is not with the driver itself but something else, perhaps the method you used to create the Windows installation media with or a usb drive.
If you used Rufus or any other utilities to make the ISO file bootable, use Media Creation Tool (MCT). If you used MCT, try Rufus. If you still have the issue, try using a different usb drive.
If the issue persists, you can use HP Cloud Recovery Tool to create a bootable recovery usb drive that installs Windows, drivers and HP software. See this link for how to use the recovery tool.
