The first is most likely to be faulty keys and/or sensor membrane.  The first can't be replaced because no on sells individual keys, the second, and the keyboard, could prove very difficult to replace.

There is noting on the desktop that is "below" the task bar as that is at the bottom of the display, but if the screen is blinking all the time, that implies a hardware fault in the screen..
