I did not manage to modify this thru reg edit! But your post put me onto the right way!
There has been released a patch that disables this, KB 4078130.
It isnt included in the usual microsoft windows update. You haft to go download it from microsoft manually and apply it.
I did this and my computers lagg is gone!

Very good to hear both of you have solved the lagging issue. Oddly, KB4078130 was released in late Jan for performance issues on Intel machines. It simply makes the registry changes suggested in the Advisory. Not sure why MS recommends manually changing the registry on AMD- much easier if they just suggested the same KB.😒

I don't like messing with the registry so I ran the KB4078130 and my laptop is now running like new!
However my add-on buttons doesn't respond and the small menus that should be shown in my favorite browser Firefox when I right-click on a link doesn't show after this update. I can still use a key command to open a new tab even though the menu isn't shown.
In Chrome the small menus is shown an add-on buttons is shown.
This is problems is likely better posted in a Microsoft or Mozilla Forum, I only wanted you to know this and express my gratitude, I still think you helped me improve my laptop considerably!
EDIT 1:18 PM AUGUST 6TH 2018:
Firefox needed two restarts too work properly, everything is now fine!

Windows Update 2nd tuesday august 2018 included a fix for this:

I restored Windows to a point in time before I ran the KB4078130 update and then used Windows Update and now I have this Spectre Mitigation back without having to mess with the registry, and once again this laptop is running like new!
My laptop is a: HP Notebook 15-bw045no
Prod.no: 2MD32EA / 2MD32EA#UUW
CPU: AMD Dual-Core A9-9420 APU
