This prevents an important program from running.   How can I fix this ?

Based on my research about this issue and this file, I can conclude that nw_elf.dll is not a Windows, Microsoft or HP file, a.k.a. it doesn't belong to a common software of Microsoft or HP. You may need to reinstall the application you have issues with or reach to its support team.
