The EFI partition does not have enough space for the backup BIOS. HP stores a lot of stuff in the EFI partition.
If you upgraded your boot drive and installed win 10 or 11 it is likely the EFI is too small or is missing the HP Tools folder.
Have you run diagnostics to verify your system is good? Tap the ESC key after powering on to run diagnostics. Do not allow any updates if disk or memory fail. If your system does not have BIOS diagnostics then install HP's UEFI diagnostics here.
Bios upgrades are dangerous and should only be done if requested by the HP Support Assistant.
I would not update the bios on a home system unless it "fixed" a real problem.
I once tried to enlarge the EFI for more space but it did not work in windows 11 with standard Windows apps. It is possible to mount the EFI partition and delete files to free up space. I do not recommend that.
The bios update has an option to create a USB boot drive. Try that option if it is really necessary to update the BIOS.
