my computer is failing to read packed metadata

My computer frequently does not shutdown cleanly but usually restarts w/o a problem. This time when restarting it is telling me it can't read packed metadata.

I have had an issue before where my comupter just wouldnt start up and i think I had to download all new software or something onto a usb and reintall whatever i downloaded onto the nonfunctioning laptop. Thinking i need to do this again but don't know where to start

Don't worry as I'll be glad to help, I have a few troubleshooting steps we could try to fix the issue:  

1. Turn off the computer.
2. Disconnect all connected devices and cables, Media Drives, USB drives, printers, & faxes.
3. Remove media from internal drives, and remove any recently added internal hardware.
4. Do not disconnect the monitor, keyboard, mouse, or power cord.
5. Turn on the computer and repeatedly press the F11 key, about once every second, until the Choose an option screen is displayed and then continue.
6. On the Choose an Option screen, click Troubleshoot and work your way through the screens. 

If the issue persists you need to reinstall windows operating system. Please reply with the Operating system installed on this computer.
