Thank you for posting on the HP Support Community.

Don't worry as I'll be glad to help, to provide an accurate resolution, I need a few more details:

  • Are you checking the refresh rate on an external monitor?

To change monitor refresh rate, go to Settings > System > Display > Advanced Display Settings > Display Adapter Properties. Then, click on “Monitor” and pick your monitor's refresh rate from the drop-down menu.

Hope this helps! Keep me posted for further assistance.

Unfourtnantly Lake that's not what I meant, I was talking about the laptop screen itself not a monitor,

Thanks a lot for your help though !

Thank you for confirming that,

Have you tried the above-suggested steps changing display settings?

Thank you for posting back.

I appreciate your efforts to try and resolve the issue. The last thing I can suggest trying is a restore back to the factory.

The HP Cloud Recovery Tool allows you to download recovery software to a USB drive. You can use the downloaded recovery image file in order to install the Windows operating system.

Hope this helps! Keep me posted for further assistance.
