Hard drive died.
Unable to create recovery disk before HD died.
Need recovery / re-install disk for HP Envy Laptop 2EW63UA#ABA
Tried HP Cloud tool. Shows this model does work with cloud download.
Need to know where to down recovery / reinstall for this computer.

I'm very surprised that the cloud recovery tool is not supported for your notebook.
It should have been, but I tried twice entering the product number and got a 'Not Available' message from the HP cloud recovery tool website.
That leaves you with two options:
If you want the original HP factory image, you can purchase a recovery kit from this vendor:
Your other option would be to reinstall W10 for free by making a bootable USB installation flash drive with the Microsoft media creation tool from the link below:
Download Windows 10 (microsoft.com)
After W10 has completed installing, you can install the drivers and available software from your notebook's support page:
