My HD has been wiped. I have no OS on it. BIOS is still there. I do not have a computer to download things to make a recovery usb. Someone tried to do it but for some reason my USB ports do not see it so I can't do anything with it. Already tried disabling safe boot. Enabled legacy. No avail. I'm trying to figure out where I can get the discs so I can get my laptop running!

Unfortunately, you can only buy a USB recovery kit for your notebook from HP, so that would be a waste of money, IMHO
Ask your friend to do this...download the plain W8.1 ISO file from the link below.
https://www.microsoft.com/en-us/software-download/windows8ISO
Use the Microsoft tool that I zipped up and attached below to transfer the ISO file to a DVD so that it is bootable.
Then you can see if you can boot from the DVD drive in legacy mode so that you can reinstall W8.1.
