@Ernest1971, Welcome to HP Support Community,
Thank you for posting your query; I’m here to help by guiding you through steps to resolve this issue
Hard Reset the Laptop: Try performing a hard reset by completely powering off your laptop and disconnecting all external devices. Then, press and hold the power button for about 15 seconds to discharge any residual electricity.
Safe Mode: If you can access the startup screen, try booting into Safe Mode. You can do this by repeatedly pressing F8 (or Shift+F8) while your computer is starting. It might allow you to troubleshoot from there.
Startup Repair: On the startup screen, look for "Startup Repair" or "Repair your computer" options. If available, this tool can help resolve any issues preventing Windows from booting correctly.
Recovery Options: If Safe Mode and Startup Repair don't work, you may need to use recovery options. If you have a recovery partition or recovery USB, use it to restore your system to an earlier point.
I hope this helps.
Please feel free to reply here if you have any questions or if you need further clarification on any of the steps.
Take care and have a good day.
