I doubt it is Windows 11. You are better off tracing WHY it is slow. All versions of Windows install crapware that should be removed. Use something like CCleaner to remove crap (Xbox,Spotify,Phone,etc) and to check what useless services start automatically (OneDrive, Norton, Acrobat update, Google services, etc.)
Usually a slow computer is caused by several antiviruses, Teams auto loading, Skype autoloading etc.
Try SAFE mode, I bet that would make it faster.
Also try msconfig (if you don't like CCleaner) to disable service to trace the problem(s)

If you want to reinstall W10, you can use the HP cloud recovery tool to reinstall Windows, the drivers and the software that originally came with your notebook.
Here is an info link for how to use the utility. You will need a 32 GB USB flash drive to create the recovery media with.

IMHO, the main reason your notebook is slow be it on W10 or W11, is because HP equipped it with a slow-poke 5,400 RPM mechanical hard drive and only 4 GB of memory.
Your notebook has a M.2 slot that supports the much faster NVMe SSD.s
Installing a NVMe SSD and installing 2 x 8 GB of memory would make a world of difference.
