I am needing recovery media for an hap 15-BS212WM, Product number 3TT16UA#ABA. Where do I go to download this, or to order it?

You can use the HP cloud recovery tool to create a bootable USB recovery drive to reinstall Windows, the drivers and the software that originally came with your notebook.

You can download the software from the Microsoft Store:

 

HP Cloud Recovery Tool - Microsoft Apps

 

Since you would have to use the tool on another PC, after you launch the program, you will need to enter your PC's product number in the tool's search window to create the recovery media.

 

Your PC's product number is 3TT16UA#ABA
