Hi @Senban,

Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.

If you're experiencing issues creating a user account and your start menu is not opening on your HP Notebook 14s-Dr1009tu, there are a few troubleshooting steps you can try.

  • Restart your computer: Sometimes, a simple restart can resolve temporary software glitches. Restart your laptop and check if the issues persist.6
  • Check for Windows updates: Ensure that your operating system is up to date. Go to the Windows Update settings and check for any pending updates. Install them and restart your computer if necessary.
  • Run a system file check: The System File Checker (SFC) utility can help identify and repair corrupted system files. Open the Command Prompt as an administrator and type the following command:
  • Let the scan complete and restart your laptop.
  • Use the Windows Troubleshooter: Windows has built-in troubleshooters that can automatically detect and fix common issues. Go to Settings > Update & Security > Troubleshoot and run the troubleshooters for "Windows Store Apps" and "Windows Start Menu."
  • Create a new user account: If you're unable to create a user account normally, you can try creating a new account using the Command Prompt. Open the Command Prompt as an administrator and run the following command to create a new account:
  • Replace <username> with the desired username for the new account and <password> with a password of your choice. Once the account is created, restart your laptop and try logging in with the new account.
  • Perform a system restore: If the issues started recently, you can try restoring your computer to a previous point when everything was working fine. Search for "System Restore" in the Start menu, open it, and follow the instructions to restore your system.
  • Reset your PC: If none of the above steps resolve the issue, you may consider resetting your PC. This will reinstall Windows while keeping your personal files intact. Go to Settings > Update & Security > Recovery and choose the "Reset this PC" option.

I hope this helps.

Take care and have a good day.
