Hi @DanDY8 ,
Welcome to The HP Support Community.
Thank you for posting your query, I will be glad to help you.
I understand you are facing an issue you're encountering—your HP Pavilion 590-p0030 not recognizing a bootable USB drive to reinstall Windows 11 and showing the Error 3F0 (Boot Device Not Found)—suggests that the computer cannot find a valid boot device, such as your hard drive or USB.
Here’s a step-by-step guide to troubleshoot and resolve the issue:
1. Verify the USB Drive
- Ensure the USB drive is bootable and properly created for Windows 11 installation.
- Use a reliable tool like Rufus or the Microsoft Media Creation Tool to create the bootable USB.
- Confirm the USB is formatted as FAT32 for compatibility with UEFI boot.
2. Check BIOS Settings
- Restart your computer and repeatedly press F10 to enter the BIOS/UEFI settings.
- In BIOS:
- Boot Order: Ensure the USB drive is prioritized above other boot devices.
- Secure Boot: Disable Secure Boot in the BIOS under Boot Options or Security settings.
- Legacy Boot: Enable Legacy Boot Support if your USB is formatted for a non-UEFI system.
- UEFI Boot Mode: If you created the USB in UEFI mode, ensure the BIOS is set to UEFI mode.
- Save Changes: Press F10 to save and exit the BIOS.
3. Confirm USB Port Functionality
- Use a different USB port (preferably USB 2.0) on your computer. Sometimes USB 3.0 ports may not work during boot.
- Ensure the USB drive is securely connected.
4. Test the USB Drive on Another System
- Plug the USB drive into another computer and try to boot from it. If it works on another system, the USB drive is fine, and the issue is likely with your HP Pavilion.
5. Perform Hard Drive Diagnostics HP PCs - Testing for hardware failures
- The Error 3F0 might indicate a failing hard drive.
- In BIOS, run the HP Diagnostics tool:
- Navigate to the Diagnostics or Tools tab.
- Select Hard Drive Test and follow the instructions.
- If the hard drive test fails, consider replacing the drive.
6. Update BIOS
- If none of the above works, update the BIOS firmware from the HP support site using another computer:
- Download the latest BIOS update for your model from the HP support page.
- Follow the instructions to create a BIOS update USB and update your system.

I hope this helps.
Take care and have a good day.
