I can't seem to fins the correct board to post on and I am new to this forum so here it goes.
No matter what browser I try, every tab/page constantly refreshes. I had to type this on a note and copy and paste here in case it started up while typing.
I replaced the keyboard driver, I am uaing an exterior keyboard in case something like a key was stuck. I replaced the pointer driver. I keep wiping the cache, ran CC Cleaner. Nothing works.
Side note, when I went to the control panel that was either blinking on and on or refreshing there too.
I have no idea what's happening and I am not the most tech savvy.
Please help.

I understand that you are facing an issue with your computer where the website keeps refreshing on all browsers.
Kudos to you for trying to troubleshoot the issue on your own.
Not to worry, I will be glad to assist you.
May I know the exact product number of your computer? Click here. Please do not share the serial number of your computer.
Have you run a diagnostics on your computer?
Recommend you run HP Support Assistant on your computer to make sure all the drivers are updated. Click here for assistance.
Once all the drivers are updated, reset Internet Options from the control panel.
Open control panel by doing a right-click on the Windows button.
Select view by category and change it to small or large icons (You will find this option on the top-right side of the control panel window)
Select internet options.
On the internet options window, on the top right-side click on advanced.
On the Advanced tab, towards the bottom, you will have an option to reset.
Please click on reset, refer to Step 4 in this HP article and follow the procedure under 9 in Step 4.
If the issue persists even after the reset of Internet Options, run a keyboard test on your computer.
Boot the computer to system diagnostics by tapping F2 repeatedly on startup.
Select the component test and run a keyboard test on your computer.
If the keyboard test fails, please contact our phone support for any service options available for your computer.
