I have a problem accessing my computer with the pin and is not sending the email to outlook to reset it

Thank you for posting your query, I will be glad to help you. 
If you're unable to sign in with your PIN and not receiving the reset email via Outlook, here are a few steps you can try to regain access:

Try Using Your Microsoft Account Password

If your PIN isn't working, you can switch to using your Microsoft account password on the login screen:

  1. On the login screen, click Sign-in options.
  2. Select the key icon to use your Microsoft account password instead of the PIN.
  3. Enter your password and sign in.

Reset Your Microsoft Account Password

If you don’t remember your Microsoft password or it’s not working:

  1. Go to the Microsoft Password Reset page.
  2. Follow the prompts to reset your password.
  3. Once reset, return to your laptop and sign in using the new password.

Use a Local Account (if applicable)

If your device is set up with a local account (not linked to Microsoft), you’ll need to reset the password using a password reset disk or recovery options. Unfortunately, if you don’t have a reset disk, you may need to perform a system recovery.

 

Perform a System Recovery (if all else fails)

If you're locked out and can't reset the password:

  1. Turn off the laptop.
  2. Turn it back on and immediately press the F11 key repeatedly until the Choose an option screen appears.
  3. Select Troubleshoot > Reset this PC.
  4. Choose to keep your files or remove everything, depending on your preference.
