According to the HP Quickspecs for the PC at the link below, the model series could come with Windows 7 or FreeDOS.

QuickSpecs HP ProBook 6450b Notebook PC/HP ProBook 6550b Notebook PC

If it came with Windows 7, there should be a Windows 7 product key on the bottom of the PCs case.

If it came with FreeDOS, then no Windows product key will be present.

If the PC had previously been upgraded to W10, when you reinstall W10, you select the version of W10 that was on the PC at the time (Home or Pro) and when you are asked to enter a product key, select the 'I don't have a product key' option, and W10 will install and activate after your notebook is connected to the internet.

If the PC had never been previously upgraded to W10, you would have to purchase a W10 product key from somewhere.

If you don't know if the PC was previously upgraded to W10, follow the steps I posted above as if you knew it had been activated.

If Windows indicates that it needs to be activated, then you will have to purchase a W10 product key or use another operating system such as Linux.
