"Automatic Repair couldn't repair your PC" and caps lock blinking

My HP laptop is displaying "Automatic Repair couldn't repair your PC" and caps lock button is blinking with 3 lights followed by 2 lights.,

Can someone please help?

This looks like a potential hardware issue.
