I worked for me, but let the bios in factory mode subtracting all of manufactures think is key and good with once you probe all worked choices, I will create a post in taringa hope to visit my page with pictures and a small guide to solve this error

 

Funciono para mi, pero deje el bios en factory mode restar todo de fabrica creo que es la clave y bueno con una sola vez que probe todas las opciones funciono, voy a crear un post en taringa espero que visiten mi pagina con fotos y una pequena guia para solucionar este error

I have the exact same problem with my HP.  I tried all the steps outlined to date on this site including setting the setting the bios to default, enabling legacy support,  disabling security boot, and changing the systerm date earlier than the born date (which switches back to later dates every time I boot).  I am fed up with this computer.  I have wasted more time than the computer is worth.  I don't have a windows 8. disk, and so the computer is useless.  HP needs to mirror the drive at this point.

Lo que deberias intentar es formatear el disco duro, sino tienes un disco de Win 8, creo que cualquier Sabrent Ultra Slim USB 2.0 to 2.5-Inch SATA External Aluminum Hard Drive Enclosure te puede servir o cualquier disco de Windows, la idea es dejar una particion limpia, y bueno el secreto esta en aplicar todas las opciones que te presenta en el Restore, desde la Factory, la Minimal y las demas, 

Me comentas como te va porque quiero saber cual es la solucion definitiva y asi poder crear un buen post para este error, saludos

You just need to try 1 more tme prep is important

step 1 : enter BIOS load defalt Bios restart

step 2 : enter BIOS Disable secure boot restart

step 3 : enter BIOS under secure boot remove secure boot keys restart

step 4 : incert recovery DVD or flash drive follow onscreen instuctions to reformat and instll wndows

it takesabout 2-4 hours depdending on CPU and harddrve speed it works 95% of the time if it fails try running legacy support but only if 1-4 fail

Can you let me know what software you used to pull out the key. I'm getting ssme problem I think cos the new drive is not an HP and hasnt got the recovery segment formatted. I do have the original drive and the key may be available to me.. not sure what to use. Am getting fed up of trying to reboot using their discs.. am annoyed that HP are not helping. I wont be buying another from them.

My Pavilion type 15 lost its boot sector info but all data on hdd was recoverable. Hdd was shagged in places so a new non HP drive was fitted. I got the recovery discs from HP but am getting same problems. Am currently trying to back date before the born on date and changing legacy boot etc patches in bios as nothing so far has worked. I have managed to copy over my Recovery drive barring 2 files which were corrupt namely install9.swm from preload section and install10.swm. unless I can obtain these then I am screwed using that for recovery. Watch this space and I will let you know if anything worked for me even if it's the dustbin.

"Here is how you fix it. When you boot up your computer hit F10 that will take you to the BIOS manager. then hit F9 to set BIOS to factory default save and exit then do recovery.  Worked for me and it only took me 3 weeks to figure it out lol."

*** I used this to FINALLY get my started. The only thing I have to add, is something I read in another solution, which was to remove the cmos battery to reset the date and time. When the computer restarts, you have to hit F1 to enter the bios setup and reset the clock and calendar. I attempted to reformat from HP disks approximately 10+ times but the battery removal was the key to finally completeing the reformat.

In the end I had to resort tp returning laptop back to HP and have a new hdd fitted upside is I get extended warranty as mine had run out. Then used the hdd I was trying to fit as a USB drive in a small case with leads. Works great on my phone as well so plus marks for that as well.
Just not impressed with HPs insistence of having to fit THEIR drives without a lot of messing about.

I can not solve the problem ...
I think HP does not know how to provide a solution since what is good for one user does not work for another and that's it ... Do not worry !!!
Microsoft also ... If you use them, they say they want to help you and finally they send you a link to download WIN 10 after paying and criticize WIN 8 because it no longer has support.
For those who know best, I tell you that I think the solution to this problem has something to do with the framework (the HP must have 1.1 installed) before trying to install the recovery discs.
Why? Because when the problem occurred in my ENVY Ultrabook 4-1152la and I was not able to do the USB Backup, HP handed me a USB RECOVERY DEVICE which is the only thing I have and has in the package a big poster that says:
Elise 1.1 W8 - 64 Bit - and 4 blocks of 7 letters and numbers that I do not know to serve ...
The last attempt to recover the factory I did with the framework 1.1 and allowed me to have a better performance but it did not work either

What did I do to reuse my HP?
I tell you that after a month of unused HP and 15 installations failed and reaching the poster CTOERROR.FLG, I decided to boot it with a USB bootheable with the WIN 8.1 PRO download from the web.
Check that on disk C: I had all of HP's software and I searched for Program Files and found the Drivers folder and they were unzipped in order to handle all my HP drivers with their executables.
I copy them to a USB and I went ahead with the installation of the WIN downloaded.
When I finished, I installed the drivers of the saved folder one by one and in 10 minutes I had all the devices OK.
Finally download the soft from the HP page.
The only one I could not download is the Recovery Manager. If anyone knows where to download it I appreciate the help ...
I trust someone can take advantage of my failures.
