Trying to "fix" an annoyingly slow HP 15-f039, I mean it is horrible.
HP 15-f039
specs are win10 HOME
reports 443gig hdd
reports 388 gig free
8gig ram installed
belongs to my brother, he brought it to me along with another non HP laptop that needed a new hdd, installed a 1tb ssd and sent it out.
This one I have ran the windows updates, scanned the disk/defragged [even though it says not needed]
in device mgr found one triangle warning for the Intel trusted execution engine
since the listed drivers for this indicate for build v1803 and system reports current build is 19044 I did a "rollback" and then the warning triangle went away
checked this [HP] support site and downloaded and installed recommended bios [version f.42]
It seems a bit better but still has a hesitation when doing any operation, example: to click on the window and type explorer there is a noticeable delay before anything happens and its still frustrating
downloaded the UEFI diagnostics and it says *PASSED* on all the tests
wanted to get into the bios to see if anything was amiss but using the recovery.advanced/restart into bios all I get is a black screen and a cursor in top left corner[no blink]
If I restart and use f10 I get the cursor in top left[no blink] and in lower left corner I get the words f10...Bios Setup Options but that's it.
I guess my question is before I try and change to a SSD and a fresh install, can you recommend a rollback bios that would work correctly?
I know this is only a Celeron processor but something is just not right .....

Please try this ...
(1) Power off notebook
(2) Disconnect charger
(3) Press and hold <power> button for 30 seconds
(4) Connect charger
(5) Use (another Windows 10/11 computer) to create <USB flash drive>

Follow --->>> BIOS Recovery Reinstall with USB
(6) Repeat reflash procedures:
- windows + b <USB flash drive> not connected
- windows + v <USB flash drive> not connected
- windows + b <USB flash drive> connected
- windows + v <USB flash drive> connected

To help you I just need to know the product number (p/n) xxxxxx#xxx of your notebook !
It looks something like this:
You will find this information on the back/rear of your notebook in small alphanumeric letters.

(1) Bios < F.42 Rev.A > is the "latest" one.
Fix and enhancements:
However, there is 1 big problem. Your notebook is old and HP has not provided up-to-date drivers for Windows 10. Your notebook is just too weak ... Therefore, I see the whole action rather as poking in the sand ...
(2) Take a look at Lubuntu ( light and fast variant of ubuntu )

You're welcome !
Your BIOS is ok, but ... Windows 10 or 11 cannot work if there are no updated drivers from HP. Therefore, the actions are only experiments to get Windows to work and costs a lot of time. I would recommend you to buy a new notebook, which preferably supports Windows 11 by default. I leave you the decision how to deal with it.

Sorry if I am not clear, the notebook is simply a spare or will be donated to a rescue for auction,
but the machine works, but why does the recommended bios NOT WORK?
as stated the bios gives a blank screen, but the machine works ?????

THANKS AGAIN FOR YOUR HELP
I made the usb boot bios repair and then did the power button 30 seconds then win key + b but no joy[back light on but no boot]
did the win key + v and it restarted and then used the settings/recovery/advanced/uefi to get into bios and it works.
didn't even have to use the usb boot bios repair
