That is an interesting question, but first - has the system already failed to start or is this a question to prepare? Also, not sure what is being asked it the right thing to as - Recovery Disk, Recover drive, Repair disc? All somewhat different.
From what I read, it does not say this will work on a failed system, but have a look

The HP Cloud Recovery tool will return the laptop to the factory condition. You can follow the directions given on this page https://support.hp.com/us-en/drivers/selfservice/hp-15-db0000-laptop-pc/20395843/model/22488744
Scroll down to the "Software - HP Cloud Recovery" and click on that topic. It will instruction you on how to proceed to get the download.
