You should be able to do a Factory Fresh Install using the F11 option.
So is it an Operating System you mean, rather than an application and driver?
Make Model and OS please, HP 15 NoteBook is too vague.

Last time I used one of these, you insert it into the DVD reader, the program auto-starts, and you get a menu of drivers and apps that you can install.

I don't know why it doesn't do that for you -- maybe you have autorun turned off.
But, you should be able to open the drive in File Explorer, see the folders, and use them to install the apps and drivers you want.
Also, you should have HP Support Assistant already loaded onto your PC, and if you run that, it will scan your PC for missing HP apps and drivers.
