setting up e-mail and increasing computer speed

I have a HP laptop 15-dy0013dx.  I have difficulty setting up e-mail.  I also have difficulty with speed of computer.  I am not sure if these problems stem from HP computer or my provider.  I am checking here first and if it is the provider, I can contact them.  Could I take the computer back to the store to get help setting up the e-mail?  Thank you.
