Hi:
In order for the SIM card to work your notebook must have the optional and expensive WWAN adapter hardware installed, which most likely it did not come with, as 90% of the 640 G2's do not.
Go to the device manager. Click to expand the Network adapters device category.
You must have one of these two WWAN adapters present in order to connect to cellular service:
HP lt4120 Qualcomm Snapdragon X5 LTE Mobile Broadband Module
HP hs3110 HSPA+ Mobile Broadband Module
