Hi, my HP 14s got 3FO error and followed all instructions to get a HP Recovery USB Boot drive. However, when boot the screen flashed a few time and then the above message [startnet] Error, Get failure from Dynamic Recovery Tool displayed.
Tried using WinPE WinPE 11-10-8 Sergei Strelec but cannot find the original eMMC hard disk either (see photo), It's noted that a few devices are not functioning in WinPE, not sure if it's related to the eMMC failure. Also a Youtube showed eMMC drivers needed for HP14s 64G eMMC hard drive (without SATA or SSD) but didn't catch how it's done. Appreciate further suggestion and guidance. Thanks.

Unfortunately, I believe the drive has failed.
W10 doesn't need any drivers to install on an eMMC drive.
I have a HP Stream Pro 11 G4 notebook with a 64 GB eMMC drive and have installed W10/W11 numerous times on the PC with no problem.
The only suggestions I can offer would be to:
1. Run the hard drive diagnostics test (F2) and see what it reports.
2. If the drive passes the tests, try clean installing W10 by making a plain bootable W10 installation flash drive with the Media creation tool from the link below:
Download Windows 10 (microsoft.com)
If you can get W10 to install that way, you can install the drivers and available software from your notebook's support page.

Hi, Paul, thanks for your reply. Firmware check didn't find any hard disk. Now I got a 256G SSD and inserted into the SSD slot, aiming at using the SSD as the hard drive. Window USB installation shows update window won't work and I performed a clean installation. It now shows a driver installation page (as shown). So, I need to get another USB to download the SSD driver somewhere and insert to another USB port of the laptop to install it?

oh, no, deceived by the Crucial website showing all NVME SSD compatibles https://uk.crucial.com/compatible-upgrade-for/hp---compaq/hp-14s-fq0508sa! Anyway, will replace it with SATA and give another shot. BTW, did you come across such a replacement successfully bypass the defective eMMC so that the laptop works properly in this way? Thanks.

Yes, a SATA SSD should work regardless of the eMMC drive.
They use totally different drive controllers, so I don't see how one not working could affect the other.
I recommend one of the WD Blue SA510 M.2 SSD's in a storage capacity that meets your needs.
The 500 GB is actually less expensive than the 250 GB model is.
You are one of many who bought NVMe SSD's in that model series with the 64 GB eMMC drives.
There is no info out there to the contrary other than the many reports on this forum that the NVMe SSD's didn't work.
A NVMe SSD will work in any 14s-Fq0xxx notebook that did not come with a 64 GB eMMC drive.

Hi, Paul, the laptop is working normal after SATA SSD installed. Weird that the eMMC part totally disappeared as if it doesn't exit at all. In case if we want to recover some data from the eMMC, the only way is to unsolder it and use a special reader as shown by some youtuber? Why doesn't the device manager no longer show the defective eMMC? Anyway, thanks for your advice.

Unfortunately, I would have no idea how to recover data from the failed eMMC drive.
It's some kind of flash memory like a SD card.
I'm not surprised that you see no trace of the 64 GB eMMC drive in the device manager.
A '3FO' error means the drive is complexly dead as if one didn't exist at all.
Glad you were able to get your notebook up and running again with the SATA M.2 SSD.
