That is not unusual for the RT3290 not to work in W10.

There's nothing you can do to fix it if you installed this driver which is the only one that was released for W10.

What I recommend you do is to replace/upgrade the Ralink Wi-Fi card to this dual band model that is listed in chapter 3 of your notebook's service manual:

Broadcom BCM943228HMB 802.11abgn 2x2 Wi-Fi + BT 4.0 Combo Adapter (Intel models only)   HP part # 731550-001

It works fine with W10.
