The "sppsvc" service is disabled in my windows 11 and it's blocked so I can not turn it on. Should that be a/the problem? A while ago I had the same problem with installing Windows 10 and this register tweak solved it but now it is already 1 but not running.. (Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\sppsvc DelayedAutoStart setting it to 1)

HP laptops come with Windows already preloaded and since those are OEM versions, the product keys are embedded into the firmware of the PC BIOS chips.

 

IF you force a different Windows version onto the laptop is is NOT going to activate because that version requires a non-OEM product key.  So, unless you purchased a key to match the version you installed, this is not solvable.
