Create bootable USB then

1. Insert the bootable Windows USB and restart the PC/Laptop.
2. Enter the boot menu or BIOS boot selector and choose the USB drive.
3. When Windows Setup appears, click Next.
4. Click Repair your computer
5. Open Troubleshoot
6. Select Advanced options.
7. Choose System Restore and pick a restore point.
8. Confirm the restore and wait for the process to finish.

If recovery fails and you don't have any important data on laptop then do a clean Windows install from the same bootable USB. Start again from the USB, click Install now, do custom install, delete old windows drive and it's partition and install new windows on it.

If your PC has multiple drives, the data on the other drives should remain safe. However, make sure you delete only the old Windows drive and its associated partitions during installation. Do not accidentally delete any other drive or its partitions.
