Operating System: Microsoft Windows 8.1 (64-bit)

Hi, I was trying to clear my laptop to give to my son. I did a factory reset, it restarted then a message comes up that says...

"The computer restarted unexpectedly or encountered an unexpected error. Windows installation cannot proceed. To install windows, click "OK' to restart the computer, and then restart the installation."

I've done this and I have also created a bootable USB on another computer, using Windows Creator Tool, but when I plug it in it does not do anything.

how do I fix this? it is not letting me do anything.
