See the post below for a workaround. The author had the same error, selected an option to create a Recovery USB flash drive and updated bios by running the USB drive via Firmware Management in F2 HP PC Hardware Diagnostics UEFI. Click the link in his first post and go to the section "Updating the BIOS Manually from a USB Flash Drive (outside of Windows)" for detailed instructions.
This workaround will work as long as your HP PC hardware Diagnostics UEFI has the Firmware Management feature listed. If a Recovery bios usb drive you created carries more than one update bios file, the post will also show you how to identify a correct bios bin file. Let us know how it goes.

You didn't say why the workaround didn't work. If you don't have PC Hardware Diagnostics UEFI on the hard dive/ssd drive, you can install it. If you have PC Hardware Diag's UEFI but it doesn't have Firmware Management, you can increase the size of EFI partition to update bios from within Windows. See the post below.

I solved my problem, assigning a letter to the EFI partition, deleting unnecessary folders (HP), updating the bios was done without problem
PS: who is the idiot who thought that the EFI partition was a solution for updating the bios !!!
