With the graphics card is clearly something wrong : the graphics card sees the task Manager, device Manager and Radeon Settings, but it does not see not AIDA64 not CPU-Z, the latter show only AMD Radeon R5 Graphics 80MB, as it is not visible in the graphics settings in the Windows, there AMD Radeon R5 Graphics acts as graphics for power saving and as graphics for high performance

At this point I would request you to contact HP Support and our Support Engineers should be able to Remote into your computer and sort this out. If it turns out to be a Hardware issue they will provide you the Service Options
