A good safe photo editing app

I am looking for a fun photo editing app that I can do all sorts of things to my photos, make gifts for friends. Unusual effects etc. I don't mind paying g a little. 

I'm  just unsure of which to trust. I want more than just filters. I'd like the option to put things like speech bubbles, and fun stuff. Also, I'd  like to know if I buy an app, can I use it across all my devices.  IPhone and android tablet.

There are hundreds of products around, none of them can do all the works. From very expensive such as Adobe Photoshop to Free. I actually have to use 3 products and of course Photoshop is my favorite but it still can't do all.
