Product: HP 250 G8 Notebook PC (1T4K6AV)

There is annoying bright white screen flash while I add a new tab in windows file explorer. Sometimes it appear even opening the file explorer.  it's pretty hard to see it with my eyes in dark environments.  I checked out for other laptops from other brands to find out if This is a common windows 11 problem but it appears to be it's only a HP problem. is there a way to fix this?
