I have the very same issue with the coil whine (HP Spectre x360 - 15t-df000 CTO).  I have tried the many BIOS updates but it just doesn't help. I agree for the price,  it's just plain unacceptable. I am going to begin the process of seeing how to return and get some type of replacement. I wanted to "jump the curve" and get at the leading edge (2-in-1, 4K, newest graphics cards, latest processors, etc.) so i didn't have to upgrade for a long time, but give me a dumb old laptop that is quiet and I'll be much happier.
