Contact HP and they should be able to send you a customized SMC.bin file which you can use at boot to reset the password.

When talking to the HP rep ask them to escalate your service request.
Or download these files.

Hi ,
i am also trying to run old notebook but I noticed that is locked by BIOS, it is asking about BIOS Administrator password and after "system locked. press the power button to restart the system".
I tried to create recovery media for BIOS and. I also tryied HPBR.iso from dropbox files but without any changes.
I read that I need SMC.bin file, but I cannot find it anywhere. My model is HP Elitebook 820 G2. i asked also on HP but they don't support it officially 😞
