Microsoft Windows 10 (64-bit)

I cannot find the "Battery Care Function" under the "Configuration" tab when I enter the BIOS even though I've upgraded my BIOS to F.32 using the HP Support Assistant.

Is there another way to limit battery charge to ~80% in order to extend life since I'm always plugged in?

Your machine is NOT a business class machine therefore no such option in BIOS. Please use the following guides to keep battery healthy
