Hi, what's the best way to migrate data from my old win 7 (64) PC to new win 10?  I have a pretty large amount of photos and music and files.  Plus outlook.  Not sure how to migrate any settings if possible. Thanks.

Also, should I wait to start up my new PC for the first time until I am ready to migrate?

There are three different kinds of stuff that you would be migrating:

1) user data

2) Settings

3) Applications

The first can be done easily by inserting a large capacity USB stick into the old PC, copying the files and folders you want to migrate to it, inserting it then into the new PC, and copying those items to the hard drive.

The second is much more complicated -- but there is an app know as CloneApp that can vastly simplify the process.  You need to read up on how to use it.

The third is MUCH harder and not only requires special software, it often does not work well even with that.  You can check out Laplink PC Mover Pro and EaseUS ToDo Data Transfer to see which will work best for you.  Both cost money.
