If your HP r025tx laptop isn’t showing Bluetooth in Device Manager even under hidden devices—it usually means the Bluetooth driver is either missing, corrupted, or not properly installed. You mentioned downloading the driver, but if it didn’t work or threw an error, it could be due to compatibility issues or an outdated/incomplete installer. In such cases, using a trusted driver updater tool like driver easy, advanced driver updater. These tools can save time and ensure the correct drivers are installed automatically.

The parts list for your notebook indicates that it comes with a Ralink RT3290LE 802.11bgn 1x1 Wi-Fi and Bluetooth 4.0 combination WLAN adapter.
That model WIFI adapter's Bluetooth no longer works on the newer builds of W10.
There's no fix.
You have two options:
Use a USB Bluetooth adapter.
Replace the Ralink Wi-Fi adapter with this model where both the Wi-Fi and Bluetooth work on W10:
Realtek RTL8723BE 802.11bgn 1×1 + BT 4 LE Combo Adapter HP part # 753077-001
