I am trying to login as the Admin. I think when I first bought it I configured as a user account. The desktop doesn't allow me to switch users to the Admin.

I can't even run CMD to get system info. When accessing the CLI it shows a prompt of C:\Users\hopeandgreg> None of my control panel functions are accessible.

Hi:

 

What I suggest you do is to make a bootable USB recovery drive using the HP cloud recovery tool, which should restore the hard drive to its 'out of the box' condition.

Back up any files you don't want to lose onto a portable hard drive before proceeding with a factory reset.
