I checked Device Manager and no issues with cd/dvd drive I did download and install the disc Light Scribe Program because it is a light scribe disc drive

Your reference to L:ightScribe indicates this is a really OLD PC -- probably more than ten years old.
I mention that because the lens covers in optical drives get dirty over time and eventually, that produces the very problem you are describing -- especially if these same discs read OK in other PCs.
You need to go online and look to buy a lens cleaning kit -- these have a disk with "whiskers" on it that brush the optical drive lenses clean when it rotates.

I already cleaned the drive , but as I said it will read the windows startup disc fine but no other disc cd or program, I checked device mgr. and it shows the driver is there i uninstalled adn reinstalled ( same thing )

OK, then you need to check if "autorun" is enabled because if it is, when you insert an optical disk, the PC is going to try and run it or boot from it automatically. If you disable that, then nothing will happen when you insert a disk, so you can then decide what to do based on the type of disck.
