I am experiencing a performance issue related to CPU frequency after waking the laptop from sleep mode on battery power.
Problem Description:
After waking from sleep while on battery, the CPU frequency drops to a very low speed (~0.4 GHz), causing the system to be extremely slow.
When I plug in the charger, the CPU frequency immediately returns to normal performance levels.
After unplugging the charger, the CPU continues to work normally at full speed.
This suggests that plugging and unplugging the charger "resets" the CPU power state and resolves the throttling issue temporarily.
A full shutdown and restart also fixes the issue.
BIOS is up to date (recently updated).
Checked and adjusted Windows power plan settings for minimum and maximum processor state. Maximum is set to 100%

1. Perform a Power Reset
Resetting the hardware can clear power state issues:
- Power off the laptop
- Disconnect the AC adapter
- Press and hold the power button for ~15 seconds
- Reconnect the AC adapter and power on
2. Update Chipset & Intel Dynamic Tuning Drivers
- Go to the HP driver page and download: HP 15.6 inch Laptop PC 15-e2000 (2J4W0AV) Software and Driver Downloads | HP® Support
- Latest Intel Chipset Driver
- Intel Dynamic Tuning Technology Driver
- Install BIOS, then reboot.
These drivers manage power scaling and thermal behaviour, especially on battery.
3. Use a Custom Power Plan
Create a custom power plan with:
- Minimum processor state: 100%
- Maximum processor state: 100%
- Disable Processor idle states if available in advanced settings.
4. Reset BIOS Settings
Sometimes, resetting the BIOS to the defaults can help:
- Enter BIOS (usually by pressing Esc or F10 during boot).
- Look for an option like "Load Setup Defaults" or "Restore Defaults".
