I also have an AMD Ryzen 3 2300U based laptop (HP Pavilion Laptop 15-cw0957sa) and I am also experiencing a problem with the CPU being throttled to 0.38Ghz, a restart is required to get the full performance back, this can only be an issue with the firmware.

To provide you with an accurate solution, I'll need a few more details:
Does the laptop shut down when overheated?
Have you made any hardware or software changes in the laptop?
Let's update the BIOS, Graphics and the Chipset using this link: https://support.hp.com/us-en/drivers/selfservice/hp-pavilion-15-cw0000-laptop-pc/20284015/model/2295...
Restart the laptop and check if the issue persists.
If the issue persists, use the following steps to open the System Tests menu when Windows won't start.

Hold the power button for at least five seconds to turn off the computer.

Turn on the computer and immediately press Esc repeatedly, about once every second. When the menu appears, press the F2 key.

On the main menu, click System Tests.

The System Tests menu displays.

From the main menu, click System Tests, then click Extensive Test.

Click Run once, or Loop until error.
While the test is running, the time remaining and test result for each component are shown on the screen. The test can take 2 or more hours to complete.

If a component fails a test, write down the failure ID (24-digit code) so you have it available when you contact HP Customer Support. The information is also available in Test Logs on the main menu

As suspected the test reporting NOTHING wrong, I get tired of not being listened to by techinical support..
The problem lies in the firmware, the problem can be replicated by plugging the laptop in so it is charging, then closing the lid so it goes to sleep, then unplugging the adapter and lifting the lid so it comes out of sleep, the CPU then clocks to a MAXIMUM of 0.38Ghz, if the AC adapter is plugged back in the CPU goes back to full speed but as soon as the AC power is removed it is limited back to 0.38Ghz, the only way to clear the issue is to reboot the computer.
It could be a power plan issue but because HP in its wisdom chooses to remove the default Windows one and leaves me only with the HP Recommended one, I don't have much choice.

I have the same problem with HP Pavilion - 15-cw0003ng. Cold boot on battery results sometimes with the CPU multiplier x4, so its 0,38Ghz. It`s not the OS, that slowdowns the CPU, the boot POST is slow already. Firmware is the newest.
