The key message seems to be 0xA00F4292<PhotoCaptureStartTimeout>. I've checked antivirus but that's not interfering. I've updated drivers that didn't need updating. All permissions that need to be on are on. I'm really reluctant to get into system restore territory but it's looking increasingly as if some Windows update or other has stymied the camera.

Try / Consider
There might be a few "moving parts" to the process:
- Application(s) for camera . Uninstall application from Apps and Features > Install new Application
- Drivers. Driver software be updated or simply uninstalled and reinstalled at boot. If needed, the Driver software can be downloaded from within the Device Manager or from from your computer's Software and Drivers support Website
- Camera Reset option (also in Apps and Features) - check permissions, too.
For example,
Settings > Apps > Apps and Features
Camera > Advanced Options
Scroll down, click Reset

Many thanks Dragon-Fur but, so far, I'm no farther forward. I went into Apps and Features but, curiously, the option to uninstall was greyed out.
I've previously gone into Device Manager and tried updating drivers, uninstalling and reinstalling drivers (always restarting each time so I don't forget the basics). But no dice.
I've reset the camera in Apps. Didn't work.
All permissions are on including antivirus software. Really puzzling.

I am sorry nothing is working as expected.
At least the hardware is showing up in the Device Manager - that is not helpful, I know, but at least the camera is detected and that is something.
Some of the newer notebooks have a tiny "kill switch" on the outside of the notebook to switch the webcam on / off - but this, too, even assuming there is a on/off switch, does not cause the error (at least not that I am aware).
If I run across something actually useful, I will post back.

I appreciate your efforts. I have also noticed when logging on that a black square appears slap bang in the middle of the screen as if on top of the screen wallpaper image - but very briefly before disappearing and the log-on process then continues apparently normally. Don't know if that's significant. Maybe I need to run a deep scan from my antivirus software.
